Canada’s climate plans and targets
In March 2022, the Government of Canada introduced Canada’s 2030 Emissions Reduction Plan, which provides a roadmap for the Canadian economy to achieve 40-45% emissions reductions below 2005 levels by 2030, building upon the actions outlined in Canada’s previous climate plans.
In December of 2020, the Government of Canada introduced A Healthy Environment and a Healthy Economy – Canada’s strengthened climate plan. The plan builds on the efforts that are currently underway through the PCF to cut more pollution, to create more good jobs, and to support a healthier economy and environment.
Also as part of the plan, the Government of Canada committed to develop Canada’s first National Adaptation Strategy by working with provincial, territorial and municipal governments, Indigenous Peoples, and other key partners. The National Adaptation Strategy will build upon the Pan-Canadian Framework and adaptation strategies led by provinces, territories, local governments, Indigenous Peoples and others, to unite actors across Canada through shared priorities, cohesive action, and a whole-of-Canada approach to reducing climate change risks.
The 2016 Pan-Canadian Framework on Clean Growth and Climate Change (PCF) is Canada’s first-ever national climate plan that was developed with provinces and territories, and in consultation with Indigenous peoples. It is an important first step for Canada to achieve its Paris Agreement target, and is doing more to cut pollution in a practical and affordable way than any other climate plan in Canadian history.
Taken together, Canada is now on a path to its 2030 Paris Agreement emissions reduction target and has the building blocks in place to get to a prosperous net-zero emissions future by 2050.
Net-Zero by 2050
The move to a cleaner, prosperous economy needs to be both an immediate priority and a sustained effort over the years and decades ahead. To meet this long-term goal, Canada needs to keep innovating, strengthening, and building on existing measures.
That is why Canada is committed to achieving net-zero emissions by the year 2050 and why the Government adopted the Canadian Net-Zero Emissions Accountability Act to provide an accountability and transparent framework to deliver on this target.

An early deliverable under the Canadian Net-Zero Emissions Accountability Act, Canada’s 2030 Emissions Reduction Plan outlines pathways that Canada can take to reach 40-45% emissions reductions below 2005 levels by 2030.

The Canada’s Climate Actions for a Healthy Environment and a Healthy Economy report provides an overview of climate actions taken in Canada since 2016. As committed in December 2020, a path forward on pricing carbon is also included.
