Permanent residence for Ukrainian nationals with family members in Canada
As of October 23, 2023, you can apply for the new permanent residence pathway for Ukrainians if you’re a Ukrainian national who is
- in Canada and
- the family member of a Canadian citizen or permanent resident
You may be able to apply to extend your visitor status if you’re in Canada with valid temporary resident status
and you’re a
- Ukrainian national, or
- non-Ukrainian family member of a Ukrainian national
You can extend your stay for up to 3 years, as long as your passport or other travel document and your biometrics are valid for the entire time.
Definition of family member
A family member is defined as a
- spouse or common-law partner
- dependent child (yours, your spouse’s or your common-law partner’s) or
- dependent child of a dependent child
Who can apply
You must be in Canada with valid temporary resident status under the CUAET.
If you’re eligible, you
- can apply to extend your visitor status in Canada
- are exempt from paying the
- visitor record processing fee
- biometrics fee (if applicable)
You can get settlement services in Canada
Settlement services are available to all Ukrainians and their family members in Canada until March 31, 2025.
How to apply
Follow the steps below to apply for a visitor record to extend your visitor status in Canada
Step 1: Make sure you have what you need
To apply online, you need a scanner or camera to create electronic copies of your documents.
Step 2: Create your online account or sign in
You need an account to apply online. You can use your account to
- submit your application forms
- check your status
If you have problems applying online
You can apply on paper if you meet one of the following exemptions:
- You can’t apply online because of a disability.
- There’s a barrier that
- prevents you from applying online or
- makes applying online unreliable
Contact us using our crisis web form if you can’t apply online.
Complete all required fields in the form and include “Ukraine 2022” in the text box.
How to start your application
Once you sign in to your account, you need to
- go to the Start your application section on the account welcome page
- click Apply to come to Canada
- on the next page, scroll down to the I do not have a personal reference code section
- click on the Visitor visa, study and/or work permit button
Step 3: Get your document checklist
You must answer some questions to create a personalized document checklist.
Make sure you answer these questions correctly
- Answer “Visit” when asked “What would you like to do in Canada?”
- Answer “Temporarily – more than 6 months” when asked “How long are you planning to stay in Canada?”
- Answer “No, I am exempt from paying fees for the application” to the question “There are fees associated with this application. Will you be paying your fees or are you fee exempt?”
Step 4: Read the instruction guide and fill out the application
Read the instruction guide before you fill out your application. The guide will explain how to complete each field on the form.
Once you get your document checklist, fill out the application forms.
After you apply
How we process your application
We’ll check your application to make sure you included all the necessary documents, any fees that you need to pay and gave your biometrics (if required).
If it’s incomplete, we’ll return your application without processing it.
We may also ask you to send more information.
If your application is approved
We’ll mail the visitor record to the Canadian address you gave us in your application.
If your mailing address changes before we approve your application, you must contact us to tell us your new address.
Who can apply
We’re no longer accepting new applications under the CUAET measures. However, you may be able to apply to extend your stay in Canada for up to 3 years under the post-CUAET measures.
To be eligible, you must
- be in Canada with valid temporary resident status, and you must be
- Ukrainian national, or
- non-Ukrainian family member of a Ukrainian national
If you’re eligible, you
- can apply to extend your stay in Canada for up to 3 years
- your passport or other travel document and your biometrics must be valid for the entire time
- get priority processing on your application
You should apply at least 30 days before your current status expires.

- visitor record processing fee ($100)
- biometrics fee (if applicable)
