Guide 0104 – Home Child Care Provider and Home Support Worker

About the Pilots

Under the Home Child Care Provider Pilot and Home Support Worker Pilot, if you have less than 12 months of eligible Canadian work experience at the time you apply, you will be assessed for permanent residence eligibility before you begin working in Canada. Once you have acquired 12 months of eligible work experience under an occupation-restricted work permit (within a 36 months period after the work permit was issued), you will have access to a direct pathway to become a permanent resident. This is called the Gaining experience category.

If you have already acquired at least 12 months of eligible work experience in Canada as a home child care provider or home support worker, within the last 36 months at the time of applying, you can apply for permanent residence without needing to acquire further work experience under these pilots. This is called the Direct to permanent residence (PR) category.

Do you intend to work in Quebec?

If you intend to reside in the province of Quebec, you do not qualify to apply under these pilots.

To be eligible for these pilots, you must show that you intend to reside as a permanent resident in a province other than Quebec.

If you have less than 12 months of eligible Canadian work experience at the time of your application for permanent residence, you must have a job offer for a position in a province outside Quebec.

If you have at least 12 months of eligible work experience, and some or all of this experience was gained in Quebec, you can still use it to apply under these pilots if you currently live outside of Quebec or you plan to move to another province or territory. Find out more.

  - Yes
    
    If you are currently working in Canada on an employer specific work permit, you have two options.
    
    Option 1: wait and apply later under the Direct to permanent residence category
    
    If you have less than 12 months of qualifying work experience at the time of application, you may choose to continue to gain work experience on your current work permit and apply only when you have the complete experience (instead of applying now under the Gaining experience category).
    
    Note: Waiting to gain the rest of the 12 months of work experience could have some repercussions. For example, by the time you are ready to apply under the Direct to permanent residence category:
    
    the cap on the number of applications could already be reached for that year
    
    the pilots may have expired and we no longer accept new applications (they expire on June 17, 2024)
    
    your children may no longer qualify as dependent children to accompany you to Canada (the age of children is “locked in” at the time of your application, either in the Gaining experience or Direct to permanent residence category)
    
    you could also become aware later that you do not meet the eligibility or admissibility requirements for permanent residence in Canada.
    
    If your work permit will expire before you have gained the qualifying experience, or if you don’t meet the eligibility requirements (education, official language proficiency, job offer) to apply for permanent residence under these pilots, find out if you can apply to extend your stay in Canada as a temporary foreign worker.
    
    Option 2: apply now under the Gaining experience category
    
    If you have less than 12 months of qualifying work experience at the time of application, you may apply now for permanent residence and be pre-assessed for select permanent residence eligibility criteria. You will have to provide a genuine and valid job offer from an employer in Canada and pay the fees for the work permit. If you meet the criteria and are admissible to Canada, you will receive an occupation-restricted open work permit as a home child care provider or home support worker so that you can complete the qualifying work experience.
    
    Once you’ve gained 12 months of qualifying Canadian work experience and submitted proof of this experience, we’ll finish processing your permanent residence application. Find out more about occupation-restricted open work permits under these pilots.

    you’re allowed to work in Canada without a work permit but you need a work permit to work in a different job
    
    If you meet any of the above criteria, you are eligible to submit an in-Canada application form for your occupation-restricted work permit. If you do not meet any of the above criteria, you are not eligible to use the in-Canada application form and will need to submit the form for an application made outside of Canada.
